I think it would be such a gross violation of HIPAA that it would not be possible.

FWIW, South Dakota has already attempted to get a ban on abortions on the books and this Nov. will be voting on laws to ban abortions except in cases of rape, incest and the mother's health. From what I've read, it's extraordinarily to obtain an abortion in SD now, since it's a huge state with one abortion provider.

As an obvious example, I do not believe the majority of women believe an abortion in the last trimester is proper except under the most exceptional circumstances.

Maybe so, maybe not. If the law is crafted to define the safety of the fetus to be equally as important as the safety of the woman, I do believe that HIPAA could be circumvented. I know my state would try.
