There must be some duties as President of the Senate that amount to more than "breaking ties." Does s/he have the authority to open a session or to close a session or to bring issues to the floor?

The Constitution ONLY states the part about being the President of the Senate and having only the tie-breaking vote.

Obama has his fingers in the earmark pie for nearly a BILLION dollars and took the second highest from Fannie Mae and Freddie Mac. Pretty amazing considering how long he's been in the Senate.

With the exception of Cheney, who I believe is the real culprit more than Bush, most VP's go around and talk to the congress people to try to persuade them to vote for something the President wants, and sometimes I've seen them given special projects - and they attend the funerals of heads of states and "famous" folk.
