Nor did I suggest that it WAS a requirement.
What I DID say was that "we DID decide long ago that the government did owe its citizens a subscription to a few periodicals/newspapers.....that IS one reason taxpayer-funded libraries exist: so that people can access the wealth of human knowledge if they wish, with little or no cost."
I'm well aware that libraries are funded at the local level....but the ubiquity of libraries throughout the country, and the ubiquity of periodicals and newspapers within these libraries is a more than just pretty good indication that this view is widespread and commonly understood - and accepted.

I think the analysts said the same thing during the primary...and probably said the same thing a few weeks ago about Obama...let's see how things play out in the next few weeks.
