I was once told by a principal of a local public elementary school that they cannot legally require parents to provide school supplies. She said there had been a lawsuit by a parent who said if they have to buy crayons, paper, pencils, etc. the education isn't free and the law says their child has a right to a free education. The result at this district was that not one child brings their own supplies, not so much as a crayon.
