Right! That's called personal responsibility. If someone lives beyond their means they should be open to accepting the inevitable consequences, same for any other poor life
Yes, big government means the people will expect, the government to solve their problems.
Big government = Corruption
Corruption = entitlement
Any time there's a big problem you see anger towards the government, never the person's fault always the government.

The Governor has a photographic memory, and an amazing vision of the future with respect for the blind potholes erected by those seeking their own selfish power.
