The community goes about setting up protections for the pies, after all the big bad pie wolf is out pie hunting. They also set up protection against fire, to build roads so that apples and berries and such can be brought in to make more pies.
All of this has to be be paid for, with each pie paying a part. The pies decide that bigger piemakers can pay more towards the cost, and it all works...
but some pies don't like it, believing their pies would be bigger without the taxes paid to build roads for supplies, to stop fires, to fend off the big bad wolf. And so they post on pie boards, saying pies should not have to pay taxes.
OK, says pragmatist-pie. How will you get your apples, your raspberries, your strawberries, your blueberries, your pumpkins? How will you get your pies to market? What will you do if fire or the big bad pie wolf comes after and threatens your pies?
Things like community pooling resources and insurance allow the taking of risk, spreading it through a community such that commerce expands markedly - someone can take a larger risk than otherwise possible.
