Speech in a school setting that is not affirming, but rather degrading or insulting can threaten safety within the school. A school has to weigh its responsibilities to the students and their right to free speech. If it feels safety is compromised, they are potentially negligent in not working to mitigate the issue.
It is a very fine line, and I doubt it is an easy call to make, but I would not find it outrageous in the context of this story.

The university has a policy against racial discrimination for its staff and students:
