Um...nope...the preceding 11 years only proved that every effort to contain Saddam had failed. In 2003 Hussein was still believed to be in possession of stockpiles of WMDs, there were tons of missing munitions and Iraq was STILL in violation of a dozen UN resolutions and the Gulf War cease-fire treaty.

And wrong again...it means Iraq was a threat, both to the US and it's allies, and that despite a decade of exhausting every option, Hussein still pushed for war.

Making small threats sound like big threats, and then recklessly running the country into the ground whilst chasing faux bogeymen is hardly sound governance - or strategy.
Consider the amount of our debt held by the Chinese.
Our national debt overall.
The weakened state of our forces.
The recent uptick in violence in Iraq.
The loss of life.
The cost of the war.
The loss of goodwill.
How it divided this country.
How it created more terrorists.
How it adversely impacted the women of Iraq.
How our diverting attention from Afghanistan has allowed the Taliban to persist, and grow stronger. Now... they would like to negotiate with them.
Psssssst... the Taliban is far more dangerous than Saddam ever dreamed of being. If they take Pakistan, and I would guess there is at least a 33% chance they one day will, stand back.

What would you like a proposed solution on?
How many Saudis fought in Iraq? Syrians? There were forces from several countries, but there was nowhere near the support of 1990. There was zero need to attack. None. And when they decided to do it, completely bungled the plan by ignoring the Powell doctrine.
War does mean failure, it isn't glorious as some like to believe. What in bloody hell is glorious about seeing someone get their brains blown out?
The right got its arse kicked in the last two elections precisely because it went after a reckless idea and brought the country with it. If you wonder why you are suddenly looking at a government of liberals, look no further than a mirror.

UN Resolution 1441 declared Iraq to be a threat to "international peace and security" and was issued as "A FINAL OPPORTUNITY" for Iraq to comply with UN demands for disarmament and disclosure. It further specified that disclosure be made within 30 days and inspections commence within 45 days. The UNSC resolved that if Iraq failed to comply, "it will face serious consequences as a result of its continued violations of obligations under Security Council resolutions."
UN 1441 further "authorized MEMBER STATES to use ALL NECESSARY MEANS to uphold and implement its resolution 660 (1990) of 2 August 1990 and all relevant resolutions subsequent to resolution 660 (1990) and to restore international peace and security in the area"
