Yes, he should have been allowed to visit - and if they had been allowed to marry he would have been the spouse and thereby family and would have been allowed under the hospital's rules. We could change millions of little rules such as those of the hospital, or we can change one big one - the right to marry. Which do you think would be more effective? More cost effective? More 'compassionate'?

It's a straw man, because no one can say anyone, regardless of gender, is equally skilled in all areas.
