All it would take if for same sex marriage to be legalized (as it is in MA and CT and was in CA) and then civil servents could perform same sex marriages and churches that wished to could perform legal same sex marriages (as it is currently in MA and CT and was in CA).


And yes, eventually the overturn of DOMA so that same sex couples who marry in one state have that marriage recognized in other states, as do straight couples.


Churches who did not wish to marry same sex couples could continue to not marry them, just as churches who don't wish to marry couples where one or both are divorced, or where one is a pregnant teenager, or where one is of a different faith can refuse to perform the marriage.


It doesn't take supportive churches getting the right to legally marry, it takes getting the marriage legal in the first place, the former comes from the latter.
