Actually, this was spoken by a former judge who was previously impeached for taking bribes, something of little concern to libs, I suppose.
Kinda' reminds me of this one quote from the previous administration:

It's too bad the article from that biased journalist doesn't apply to or address the topic being discussed here.
The advisor was talking about how quickly the landscape of political reality changes, much the way reality shifts after each move on a chess board. The advisor certainly wasn't talking about laws, which are codified and do not change quickly and obvously do not change without first properly following our legal system. And, as we've seen that takes months and years.
