They're reclassifying admin expenses as medical expenses to satisfy the requirement under the new law that their medical loss ratios be 80 or 85%.

The rules aren't written yet, are they? My point was that the insurers will do all they can to maximize profits if there is no regulation preventing them from doing so. That is their duty to shareholders.

I was never much of a fan of the watered down Affordable Care Act. Insurers need to be out of the picture altogether. We need a single payer system.
