According to the article in the link above, Chevron met with Oynes in 1998 & 1999 to point out the lack of price threshold language in the leases, but Oynes looked the other way.

"Mr. Oynes has more than 30 years of Federal Government experience in a wide range of energy matters, including 13 years in Washington, D.C., with MMS in various capacities. This included serving as MMS’s Chief of the Leasing Division."

In 2007 Oynes was appointed to his Offshore MMS directorship. Clearly, it was not Obama's administration who appointed him. Clearly, both Dems and Republicans are guilty of trusting this louse over the years. I found it interesting that he has a J.D. from GWU. I hope the law now screws him!
