The high rates of U.S. incarceration for non-violent offenders has created a financial burden on state and local governments.

The first chart shows our rate for 2008-2009 to be 5-7X that of most OECD countries. Are we really safer to that extent? Or only poorer?

The fourth chart shows that, since 1980, the incarceration rate has dramatically increased, relative to changes in total population, violent and property crimes. Are there other states like FL that are trying to pad Blackwater's bottom line?

Good idea!! Cheap labor force. They could earn their keep to reduce their burden on sociaty.
