Well, for me...Yes. I HATEHATEHATE to excersize but find fun ways to do it. But, 99% of my weight loss occured without excersize. Just changed eating habits, cut calories, stopped drinking tons of soda, and I did this one step at a time, like cutting back on regular soda, to eleiminating it, to switching to diet. Stress burns off a ton of weight, as was evident in my post A Bug's Life. Between that, near starvation, and Atkin's (NONE OF WHICH I RECOMMEND FOR LONG TERM USE, LOL!!!) I do unexcersizey things - snowboard, shop aggressively, park far away from store entrances when the weather is nice enough, have lots of sex (funny, I lost ALOT of weight quickly when I started going out with my current BF Kyle last June...Hmmm?)

Yes. I can say absolutely because I don't exercise regularly...I have a physical job and a 3 year old but outside of my daily routines? I go on a walk now and then. But I don't "work out" or have an exercise regimen.
Now if you mean no exercise as in "i lay in bed all day and don't move except to get up and pee" then I don't know. But I do know that I've lost over 70 pounds without a set routine.
Maybe someone else would consider my daily routines exercise enough...but I think of exercise as above and beyond your normal daily activities.
Do I think you should exercise while losing weight? Absolutely. I am just a slacker in that department...but I am getting there with it.
When I was in high school, I weighed 97 pounds, probably had about 40% bodyfat and wore a size 12. Thought I was too cool to exercise.
Now I weigh 115 pounds, 20% bodyfat and wear a size 2. Exercise 5-6 days a week. Yeah I think I'm healthier now, although I wish I had started exercising when I was 97 pounds instead of having to work my way back down the scale.
