It really depends on the year. This year we have a neautral weather pattern...that means that our weather is unpredictable...and it's been a wet winter...we actually had significant snow for the first time in several years. Spring has been weird...lots of rain this past week but over Easter weekend it was like 80 and bluer than blue skies.
When it is a rainy year though it is really gray and blah...but it stays so green that it's easy to look past that. When it's a dry year...wow...awesome blue skies and it still stays pretty green.
it sounds like maybe you would like the peninsula more than the greater Seattle area. And if you want to avoid the rain the dryest place in Western Washington is a town called Sequim. It's in a "rainshadow"...the Olympic mountains block the rain...it's close to the ocean and it's a quiet little town.
If you're looking for more civilization, North Bend is good...it's in the foothills of the Cascade Mountains and it's only about 30 minutes east from Seattle (and there are other cities closer than Seattle...Issaquah is really nice too).
Anyway...if you want more info just let me know...I can tell you a lot about the area!! :o)
