Target heart rate?

I was looking online yesterday and saw a calculator for target heart rates. For my age (24), it said this:
Novice - Very little fitness - between 78 and 98 BPM
Beginner - Some execise - between 98 and 118 BPM
Average Fitness - Moderate exercise - between 118 and 157 BPM
Higher than average Fitness - Vigorous exercise - between 137 and 176 BPM
Does this mean that my heart rate should be at these levels when I am doing these types of activities, or that I shouldn’t go above the level that I think I am, regardless of the activity? For example, if I am vigorously working out, can my heart rate be 150 even if I am a beginner? I was on my elliptical yesterday and used the built in monitor (not sure how accurate it is though) and it had me at around 155 at the height of the workout. I felt fine, could carry on a conversation, and got a good sweat going. I saw this though and wondered if it is saying I shouldn’t go above 118 since I am a beginner. If that is the case, then I don’t feel like I’d be getting a very good workout, but I don’t want to go over if it will be counterproductive.
I’m probably confusing you all with this since I’m confused myself! :)
