Tight muscle - heat or ice?

Every time I think that tight hip muscle is abating, it resurfaces. Last year when I started posting here I had a slight pull in a hamstring, and it finally worked itself out after several months. Rest hasn't worked for my hip (I took two months off, remember), so I'm just going to keep working out. It's never been as bad as it was after the race in November (I found a post where it started about a week before). I do stretches before workouts and running, hasn't helped either.
So, what's the best thing for a non-debilitating pulled muscle that rest and stretching won't cure? Heating pad or ice pack?
