Cher- it's a stone that sits off the top of a castle in County Cork, Ireland. To kiss it you have to climb the stairs (it's a ruin of a castle too) to the top, and then hang backwards off the top and bend down and out to kiss it while holding onto some iron railings. Someone holds onto you while you do it. (http://www.corkweb.net/guide/greeting_cards/blarney_stone.jpg)
It's supposed to give you the "gift of the gab" (Blarney Castle is famous for its stone, which is traditionally believed to have the power to bestow eloquence on all those who kiss it. The term "Blarney" was introduced into the English language by Elizabeth 1 of England and is defined as "pleasant talk, intending to deceive without offending".)
