As a general rule I have found that the rides without height restrictions are available to even the youngest of children. Please correct me anyone if I am wrong. You might read the descriptions carefully because some may scare your child regardless of height restrictions. We carefully examined many of the rides and based on that did not go on them due to my daughter's fear. That did not stop my older children from going. :)
You can take a newborn infant on it's a small world, so your kids will be able to ride.
Your kids will be allowed to ride ANYTHING without a height restriction. The question would be if they'd want to. I'll list some concerns on rides without restrictions.
Some rides are DARK and many kids do not like these types of rides. They include at MK: Pirates of the Caribbean, Peter Pan's Flight, Snow White's Scary Adventures, Many Adventures of Winnie-the-Pooh (very few dark spots), Tomorrowland Transit Authority (tame ride, but goes through Space Mountain building), and Haunted Mansion. At Epcot: Mexico boat ride (although it's awesome, it starts very dark) and the Land boat ride (very calm ride, just dark in places). At MGM: Great Movie Ride. At AK: no dark RIDES without restrictions...the Safari is bumpy though.
Some rides have things that "jump" out at you or can be quite intense. At MK: Haunted Mansion, Snow White, and Pirates. At MGM: Great Movie Ride, Studios Backlot Tour has a cool stunt effect.
Some are just too busy for many children. At MK: Adventures of Pooh, Buzz Lightyear,
Some are high. At MK: Dumbo, Magic Carpets of Aladdin and at AK: Triceratops Spin.
There are also the rides and attractions that get you wet, not soaking wet, but it can bother some kids. Magic Carpets has a camel that spits on you if you're in the right position. Little Mermaid at MGM sometimes has a mist--they did in '92 and '95, didn't in '99 and a later year, but I've seen recent reviews with it again. Also the Studios Backlot tour has a splash element to it.
And just remember, what works for one kid may not work for another and what scares one kid may not scare another.

Another good book is WDW for Kids by Kids, can't remember who wrote it but we got it for my DD when we went last year.
It talks in detail about all the rides and rates them for fun, scariness etc. YOur two are a bit small to read it for themselves but it does have good pictures they could look at to seee what appeals to them, and you can read up and see if yiu think thye would be OK with that particulra ride. It also has wrire ups on the shows like Tikki Room etc.
Does the "bug thing" in AK have a height restriction? I do not remember if it does or not I do know there were tons of kids brought out of there crying while we were there to the point my kids refused to go on it even at ages 7 and 5
There is no height requirement in It's Tough to be a Bug. It is a 3D show. If your little one is afraid of bugs I would not suggest it. We enjoyed it last year. I don't know if we are going to go this year or not. Isabella is terrified of bugs..........
