We were there in September with our then 9 month old and will be returning next week at the age of 16 months.

MK has the most:
Winnie the Pooh, Dumbo, It's a Small World, Peter Pan, Snow White, Aladdins Magic Carpets, Pirates of the Carribbean, the Train, Cindy's Carousel, The Carousel of Progress, The Jungle Cruise, The Haunted Mansion (my DS got a little freaked on this ride, but we will try it again this trip), The Paddle Boat
All the shows at all the parks.
AK:
Safari (it is pretty bumpy so that one is up to you), Triceratops Spin (Dumbo with Dinosaurs)
Epcot:
Pretty much everything except Soarin, Test Track and Mission Space.
MGM:
Muppets 3D-without the glasses is still good for them - plus bubbles drop from the ceiling. The shows, Great Movie Ride
Basically, they can ride anything without a height requirement, but it's up to you to decide if you think it's appropriate for them or not. As long as there's not a height requirement, the cast memeber will let them on with you. When we went my DD was 13 mos. She is a squirmy and active kid though and doesn't like to sit still so I didn't take her into any long movies or shows because I know she wouldn't sit through them. Her favorite rides were the up and down type rides like Dumbo, Aladdin, Astro Orbiter, Triceratops Spin, etc. and she loved the Winnie the Pooh ride too! I did take her on the Haunted Mansion too and she got a little spooked in places. If you want to ride any of the rides with a height requirement yourself, make sure you take advantage of the rider swap option.
