thinning out my legs?

HI everyone!
I exercise moderately (6 days a week: 4-5 cardio, 4-5 weights) and I'm at about 165 lbs now. My upper body has leaned out nicely and is continuing to do so, BUT my lower half, esp. my thighs and knees, are still holding so much weight! what should I do? wait it out??
currently, I alternate cardio with treadmill (10 min warmup, 25 min jog, 10 min cooldown) or elliptical training.. for weights on my legs, I do squats, leg presses or hack squats, leg extensions and then face down hamstring curls...
any ideas?

Are your legs muscular or is it fat that makes them seem larger?
