i think you should have them use perceived exertion and tell them "beginning exercisers should be here _____ but experienced exercisers with no health problems can take it to here _______" - just like we do on this board when people ask about intensity. then it is their responsibility to gauge their exertion level and keep it in a safe range.

I do that and I also tell them things like, "At this point, you should be comfortable and be able to chat comfortably with your neighbor" or "talking is a little more difficult" and cues where they can judge. And, I'll tell them if they're more experienced, they should be out of breath after they've moved on.

I agree with what the others said, I would also recommend reminding them at the start of class that only they can gauge how much is too much and give them a few warning signs that they may be working too hard.
