Is there anything distracting her from getting ready? For example, TV or computer?? My second-grader used to have an awful time getting out the door on time, but this school year we implemented the rule that they could not watch TV until they were dressed, breakfast was eaten, teeth were brushed, backpack was packed & ready to go... Now he gets up on his own about 1/2 hour earlier than he needs to, so he'll have time to watch some TV after he's ready to go.
If that's not the issue, maybe you just need to come up with some kind of incentive for her -- some kind of a treat/reward if she is ready 5 minutes ahead of schedule, an even bigger treat if she is ready 15 minutes ahead of schedule, even bigger if she does this for a whole week...
My child can sleep through the smoke alarm which is right outside her bedroom door. Like a rock. The phone ringing right beside her bed will wake her up after about 4-5 rings. Some people really are sound sleepers. But thankfully once I wake my DD up she gets up within 10 min and would die rather than be late for the bus. I leave at 7:50 and she leaves 30 min. later. I just make sure she's up and out of bed and that her stuff is ready to go, then she's on her own. So no great advice for getting her to get ready on time. What would happen if she's late? Is there any consequence for that? Anything that would encourage her to be on-time? As someone said, you walking out the door to the car and waiting might do the trick. Just say "I'm going now" and walk out. She'll either follow or not. But then I suppose you need a back-up plan for the not. Goodluck, having a bed bug is a challenge.

When it's time to leave, drag her to the car and go!
We had already made it a rule a while back NO TV or anything until she is totally ready to go.

I have started to have issue warnings and punishments for my DD not getting up.
