My almost-10-year-old does the same thing. When she's running late, I usually hand her a Baggie of dry cereal to eat in the back of the car on the way to school. If she balks and says she wants it in a bowl with milk, I remind her that if she'd gotten up the first time I woke her (or the second, or the third) then she would have had time to sit down and eat properly. If she chooses not to eat the dry cereal, well, she's a big girl and it won't kill her to go hungry for a few hours!
I don't think going without breakfast is a good idea. That could really affect her school performance. Even people who hate breakfast (that would be me) need to at least eat a piece of bread in order to function well.
My 13 year old is also really slow and draggy in the morning, so I know what it's like to be the panicked, nagging mom. "You're going to miss the BUS!!! HURRY!" gets really old.
I have started making her go to bed earlier and get up earlier just to build in time for dawdling. So if she wants to play her keyboard, put on make-up
