There are certainly people on welfare who deal drugs, steal and commit other crimes to get more than what they are given for free. There are also plenty of people with great jobs who can afford what they need, and certainly some of these people deal drugs, steal, and commit other crimes. White collar criminals sometimes have millions of dollars and take up a life of crime so they can get hundreds of millions of dollars more.
Welfare doesn't abate crime, and cutbacks in social programs don't increase it. Welfare often discourages work and encourages counterproductive lifestyles, but mostly in those who already weren't working and were already leading counterproductive lifestyles. It just keeps people stuck and feeling entitled, in my experience, but it doesn't result in rampant crime.
