I have an idea but bari may know more than I on EI anyway. Compensatory services. I know how it goes with school age and I think IDEA is the same for EI for this particular thing but I am not sure.
If he was school age basically what ever they don't provide they have to make up. If you keep track of the services and how many where missed or ask for a record them you can file a grievance or request compensatory services and they would be required to provide them.
It happened to me a few times. They are required to keep record of what services they provide so the therapist provided a list and they were significantly short on hours. Those hours where added onto my next IEP. If you call your service provider now ask them about it. Perhaps they can double up over the next 2 months or continue to provide extra services after he ages out until he has recieved all that had been agreed to.
My first suggestion would be to find a new OT, but since you say that is not an option and she isn't working on the IFSP goals, I would say drop the service. Tell your service coordinator why you dropped them, so she knows your dissatisfaction with this particular OT.
If you look for another OT, I think you should definately ask to sit in on the sessions and keep communication open with the therapist. I regularly send notes to our OT about what I am working on with Cassian and thoughts I have about his progress and directions we need to go.
