Should I write to the teacher?

I need help. A month ago my son Joel (9yo, SID, ADHD, possibly OCD and anxiety, definitely diminished social cognition) was suspended at school (3rd grade public) for spitting in the teachers face. This occured after a bully in the class spit in Joel's face and the teacher would do nothing about it because she "didn't see it".
I wrote her a letter of apology right away and noted that Joel would want to apologize for himself. In the meantime, the school has switched him to another classroom. I have seen the old teacher at school once but she appeared to turn and walk in the other direction when she saw me.
I feel like I should write one more note to her - I still have the note Joel wrote to her right after the incident. I feel, at the very least, I should give her his apology note. What should I do?
I feel terrible about what happened and I dread having to see the old teacher again. Prior to this incident we had a pretty good relationship with her (although she really sees Joel's behavior as willful and not caused by his neuro and sensory problems. ) As you can imagine, her reacation to this put us in this position in the first place. She pressed the principle to get Joel out of her class. I suspect she would have been successful at getting Joel thrown out of the school altogether if it had not been for our case manager who recognised all the Special Ed issues , and pushed for Joel to have increased services and keep him at our neighborhood school.
Please help. I don't know what to do.....

Hi Paula,
I think you should definitely forward your DS's letter and "close the loop." I don't know if it will make her feel better (it might) but it will make you feel better knowing that you've done it.
