When to let go and how much?

As warmer weather gets here, and more outdoor time, just how far and with whom do you let your children go?
My husband is outside. I assumed he had an eye on the kids. Kasia takes off on her bike (she's almost 11 and very mature for her age, and also a TKD black belt, so I'm not really concerned about her). But Bug is 7 years old and off with her friend of the same age. She doesn't look to cross the street unless you constantly remind her. She doesn't pay attention to little things like the dog that's barreling towards her (the people across the street have a sissy of a pitt bull, but still...she doesn't notice it), and he thinks there's nothing wrong with this. HUH??
Am I being too anal about keeping a closer eye on her? I can't do it all myself (especially when I'm working) and when I caught her she was across the street (without permission or watching for cars) and wasn't wearing her helmet. (She wasn't on the bike at the time and did have it with her though.)
EGADS it's not even consistently warm and I'm already losing my marbles.
