Most of the time you'll start kick counting at 28 weeks. I think before that it's still a bit more varied. But here's a couple of articles that I think sum it up pretty well. I hope these help. :)

In my previous experience and what the Dr. has said, consistancy doesn't start until about 28 weeks. I could go a good part of the day at 26 and still not feel him becuase I think he was snoozing but I'd love to kick start just one movement so I'd lay down and start pushing around till I found him which always got him moving, or I'd eat or drink something cold, etc. As long as you feel your baby every few hours, I wouldn't worry too much but 28 weeks is the golden number with every hour.
