Pumping supplementing question

I have a 9 1/2 month LO. She has been eating solids since 6 months. She goes to daycare full time. I give her 2 meals twice a day of veggies and fruits usually. She loves these. She has refused my breasts lately and just likes to bite them. I told her no, but she loses interest in nursing, but takes a bottle no problem.
I had been sending her to school, a total of 11 hours, with 3 bottles of 3-4oz each. My supply has dropped greatly in past 2 weeks. I have had to resort to supplementing with formula which I didn't want to do. I am pumping twice a day during work and used to get maybe 5 ounces in morning session and 2-3 for afternoon. I then maybe pumped one time in evening.
Before I went to supplementing, my supply went down to 2 ounces in morning total and 1-1 1/2 ounces in afternoon. I tried pumping more often. Today, I added 2 more pumping sessions in. One in morning before work got one ounce and evening after work-got 1 1/2 ounces. Also, by adding these, I only pumped 1-1/2 ounces during work sessions.
I am taking fenugreek, Mother's Milk tea, drinking tons of water and eating oatmeal daily. I am feeling horrible about supplementing with formula. I know she had been hungry for more milk because she would act starving with the bottles of 3 ounces each. I tried nursing more this weekend, with no luck as she has lost interest in breast and more nursing sessions hasn't done much good. Would like to get off of formula and restablish my supply. She is not a big fan of formula and she used to drink it all up bm, she is now taking longer sometimes to finish bottle, not due to hunger, but taste.
Is this at all possible? Please advise. Thanks in advance!
