Need a stroller, is this a wagon?

OK, I keep going back and forth and just can't decide. We are going to Disney for the week of Halloween this year. My kids will be 5 1/2 and just turned 4 so we will definitely need a stroller of some sort. The oldest has already outgrown all the strollers we have (46 lbs) and the little man isn't far behind her LOL! We had assumed that we would just rent but I just checked rental prices and am rethinking it. We are heading into summer and that means tons of trips to the zoo, parks and Dollywood so getting something that the two of them could ride in would be helpful anyway. Currently, we just use a Step 2 wagon when we go to the zoo but obviously that would never work at WDW LOL!
I keep seeing this Fisher Price Kid Utility Vehicle.

The Disney website says no wagons and I can totally see why. But this thing fits within their stroller size limit (41x29) and would compact down if we needed it to. Would they consider it a wagon just because it pulls behind?
AND if this is considered a wagon, is there a double stroller of some sort that could carry 100lbs of kids... and still be comparable to the cost of renting one for the week?

5th and 6th are 20 months apart

True they grow up too fast but my back would be shot if I tried to hold even my near 6 year old. I've always been pregnant or had another little one to hold so once they were 3 they were on their own walking or were in a stroller. They get plenty of holding and cuddling at home.
