Dh found out that the Dining Plan is only available to Disney on-site property guests. So he called WDW and was told that there is a card available to FL residents. While we live in Pennsylvania, dh's folks live in FL. Could they get the card and then let us use it? I said that WDW probably asks for ID along with the card, but dh says it doesn't say that anywhere ... I am very nervous that he will try to do this and something will happen like our ParkPasses will be revoked ...

Can we actually use that FL resident's discount thing without having the FL residents with us? (It does sound like a no-no to me.)

I think they are talking about the Disney Dining Experience card. You can get it if you are an annual passholder and I think a FL resident. There is a cost. Can't remember off the top of my head.

We are looking at getting AP's or at least 1 of us so we can get the card. Our next trip we will be staying off site, but still want to eat at some of the restaurants at WDW.

From what I have read, they are supposed to check ID's.

As already mentioned the Disney Dining Experiance Card is available to Annual Pass holders and Florida Residents.
