I don't think that there is a specific age that is "too old", for me its all about the costume. I'll gladly give candy to teens and adults that have made the effort for a clever costume.
Our area is made up of several cities and across the area, the rule is 12. They even make sure to state this in the newspapers.
My daughter just turned 12 this year and this will be her last year collecting candy. I think she's actually okay with that but she also finds it a lot of fun to play Santa or make things fun for her brothers. We have a new baby coming in Nov so next year, I think I'll let her take on taking him to the door.
