Maybe I don't understand, because I've only done GS not BS, but it seems like your issues are more with policy and council problems than with the adults. (Other than the dues.)
The volunteers shouldn't have to jump through hoops to satisfy council, when they've already DONE what they were supposed to do.
I get what you are saying. I really do. It's just that these volunteers have known for months that they either needed to train or turn in their certificates. They have not done it. I know for some of them it is Council's fault, but with all of the new employees at Council the end policy has been to submit certificates or retake the class. They don't feel comfortable taking someone's word.
I built time in to get it done - I have a month to get the money, fill out the paperwork and get all of the sigs. Just want it done ASAP because the holiday messes up 2 weeks for chasing people down. Plus, one of the people I need a sig from for the final paperwork takes vacation during the last week. I have to have his sig on the completed paperwork. Wish I could get it early :)
I've been telling people for months to get their training up to date or to get the certs to me if they already have it. People just put it off because they don't see it as important. It makes me absolutely crazy.
I did set a date with everyone. It'll be a hassle to do new apps again - wish it inconvenienced the other volunteers as much as it does me (running to get sigs / take to council).
I finally retook 2 of my training classes because this is crazy that I have to keep presenting my little certs every year.
Note on online training: Not too keen on the all of the above option.
I had some of my training online a long time ago, but had since changed e-mails and couldn't access my password, so I e-mailed my info and waited forever (as long as I possibly could for a reply before I had to have my trainings turned in again to register as Tiger leader this year).

by December too... and background checked (which means they want me to
go to whereever someone already has a background check on me... like
church or girlscouts... to get a copy and submit it to them so our pack
doesn't have to pay for the background checks for every leader..."
Oh, and I'm not real sure "who" the requirement came from... I'll double check on that... it was just told to us that we need to have it done at one of our committee meetings, so it may have been council, it may have been the charter org, it may have been decided by the cubmaster/committee chair for all leaders without them realizing the adult app has it built in (just like I forgot).

Cheryl's council is requiring all leaders to be trained in order to be re-chartered (registered for the next Scout year).

It's been too long since I looked at one of those adult apps very closely. It's so hard to try to remember everything!
