We'll have a craft station and a hodge podge one that can include

Can you get range officers there to do archery, or slingshots?

We had some handy folks make us a couple of steers (wood saw horses/bike handlebars/etc) that we used for lassoing.

Knot tying of all kinds. Maybe make a simple gadget for the Webelos.

Relay race with packing, and unpacking, stuff from a covered wagon.

Compass making with magnets, needles, and corks. Then follow a compass course (vary depending on cub level) to find a "treasure".

Make dream catchers.

We had every den make totem poles for their space. Each boy got a box (use free priority mail boxes from the USPS and turn them inside out) to decorate as their own totem. The den's boxes were then stacked

I remember being at girl scout day camp one year that must have had some sort of western theme. Each group had a wagon to pull their stuff around in, but they dressed up the (regular) wagons to be covered wagons. It was pretty fun and then at the end of the day they rounded up the covered wagons and the kids into a big circle for flag/closing stuff. That and anything with bandanas seems to be wild west to me.
