My just turned 9 year old has the same thing (only on one breast) and the ped confirmed it was the beginning of development.

hello!! my (almost) 9 year old has the starting of breasts and some pubic hair too. shes had the bo for 2 years now. i have a feeling af is coming soon-prolly within the next year. i didnt think id have to deal with this so early. but girls are maturing earlier and earlier-i was 13 almost 14 when all this started with me. i was hoping my dd would follow my genetics, but i guess not. anyway, if i remember right, when my doc checked her out at her 7 year old annual, he felt her chest and said that since the buds she had then were not hard, they were just baby fat and not the starting of real breasts. so i would think that your lil girl is starting the process of puberty. but from what i read, af doesnt show up for at least 2 years after the process begins(it could be longer for you guys too since it just started happening). so i think youve got plenty of time to prepare her (and yourself!!) take care!!
