o.k. Hello Jen,
First let me tell you I have a 20 yr DS and no matter how old they get they need some responsibilities. How is he finding all that time to hang out? The rule in my house has and is homework get's done first. Ya might want to find out if he's doing his on a regular basis.
Hanging out sometimes is ok. why not? but to me if he can't ask his friends to come to his street or whatever then I would ask why?
Staying on top of things is a good thing. yes you have to trust them but we all know how close we are to our kids they or their friends are not the same as when they are in front of us.
If your radar is going off usually it's for a reason.
Having him hang out with family once in a while is fine. You might want to ask him if he wants one or two friends over on that night. Igrew up in a strict family we always had to be with family,me mysis and bro make it a point to make Sundays family day,It's great one day a week usually they can put up with that LoL
