I can only tell you what our rules are about this kind of situation. If it were me and I liked the boy, I would let her date him with some restrictions. Group dating would be fine, car dates were out until age 16, him coming to our house and watching movies etc. would be okay as long as an adult was there with them and checking on what was going on, not leaving them in "isolated" areas for long periods of time.
As for the homecoming dance, I would arrange for them to meet somewhere or for them to come to your house for pictures and you drive both of them and pick them up. I just never would give on that car dating rule, but that is just me.
A lot depends on the maturity of the kids involved, but 15 is still young, so that is all up to you. Make your rules and stick to them, if he does really like her he will learn to abide by them and so will she.
