My boys have always bought lunch with the exception of the occasional sack lunch in grade school when they didn't like what was offered - by middle school they had ala carte in addition to the regular entree.
Also, we have plenty of food in the house to take for lunch. Cold cuts, fruit snacks etc.... Its not like we dont have, or we would have to buy extra for this.
I think he should be given the cost of lunch at school times 5 each week. There is no reason for him to be buying extras if it is causing financial hardship-plus, he could use his job money for the treat.
But I think the basics are a parent responsibility and, by high school, sack lunches are rare. I know it will be done for dieting(more likely female)and there are moms who truly enjoy the food prep of school lunches and do nifty health conscious entrees, but I think his request is 'normal' and not in any way taking advantage
