made me wonder about the differences in prices around the country.

Prom seems to be an American thing. We only have one formal affair, called the Graduation Dance, at the end of high school for the graduating kids. It cost about $100 last year. That included dinner and dancing at the "historic" 5-star hotel downtown plus a midnight boat excursion on the river + cost of the transportation to/fro the hotel & the boat dock.
All the high schools here have similar events. The boat is popular.

This dances are not a "school sactioned events" but an event organized by the student council,off site. The school administrations discourage them because of insurance reasons; the admistration has nothing to do with them. They are not champeroned events. Fund raising are not allowed on school grounds.

We don't have Proms for the younger kids. They have school dances, which are open to every year, and cost about $5, at the most.

This is how it has always been here, even over 40 years ago when I was a kid.

Spending $500 on a Grade 11 Semi-Formal! RIDICULOUS!
I would,if I were you, check the government quidelines. Your school could very well be "on the cusp" of illegality. The ministry frowns, and rightly so, on such events.
