The only think I did differently with my DSs from what you've described is that they had midnight curfews on Friday and Saturday nights.

I didn't read anywhere in you post that he was asking for more privileges. Is this your doing some previous planning or are you thinking about a reward for his being a very responsible kid?

I am thinking about imposing more rules, not to punish him, but I am a little afraid we are being too easy going.
