Kids playing with pee

I can't believe I'm even having to type this.
I walked into the basement to find my 7 yo son & 6 yo step son peeing in a cup. Outside the bathroom was my 6 yo step daugther waiting with a spoon in her hand. Apparently SS had come up with the idea for the boys to pee and then SD to drink it. Gross I know.
This is not the first time we have had problems with peeing being an issue. However we thought any issues were resolved. Apparently not.
I don't know what to do. I do not know what an effective punishment for this is. Short of taking away their playroom so that they cannot play unsupervised....but I do have 2 other young kids here so that is going to be a rather long jail sentence for all of us for the rest of summer if that is the only consequence I can come up with! They are not allowed toys in their bedrooms and bcs I have young kids they arent allowed to play with magnetix, lego, barbies etc in the main floor living room. (Not to mention the mess that we prefer to keep out of our living room, hence why they have a playroom!)
Has anyone dealt with any situation like this before or have any creative ideas on how to deal with this situation.
I just had my 5th baby, we have been through so many things with a blended family and yet I have not the faintest clue what to do......
