No experience but I'd say no. 10 is too young. He does not have the experience or confidence to deal with an emergency. If a person steps out in front of him or an animal or another child how will he react? His coordination is still developing and while he may not kill himself or anyone else, he can do alot of damage and if he's not wearing a helmet could hurt himself badly. And knocking down a small child or elderly person on hard pavement going even

When I asked dh where he could even ride it he said around our patio and driveway or he'd take him somewhere.

My 12-yo ds would LOVE one of these things. But the question of where to ride it is very key. Our neighborhood has no sidewalks. I see neighbor kids riding them in the middle of the street, no helmets... It seems very dangerous to me. Just do a google search of "electric scooter accidents" and you will probably be freaked out. DS knows that I am never going to let him have anything motorized until he has a drivers' license!! :)
