How about getting one of those murder mystery games that you can play (such as at areyougame.com), obviously age-appropriate? Or there are other types of themed games like that that could be a blast. They can get their invitation with a notification of who they are to play, and dress for the role for the party.
Then build-your-own pizzas, or make-your-own tacos, or build-your-own sundaes, or just order pizza and do cake. Some of the games have a menu that goes along with the mystery, so you could go that route too.
I'd set them up wtih some sort of organized thing, but then allow time to themselves as well at that age.
(For ds at that age, getting Magic cards for all and just having pizza and video games was ideal)
How about a game theme? Twister, charades, pictionary are all fun for a group. You can also have the girls make or assemble their own meal and dessert - like taco building and cookie decorating.
Start brainstorming with your dd, and I'll bet she'll have some ideas on what she'd like to do with her friends. I'm not craftsy, but something they could spend time making, and then take home as a party favor would be a good idea.
