She probably figured since the call was to her cell that it was someone she knew, not a telemarketer, and she just didn't recognize the number; hence the familiarity in her voice. I would probably do as
I personally don't return calls to numbers that I don't recognize but for teens and young people or business people it's probably very common. I remember when I was a receptionist at a corporation, we used to get so many calls a day from people saying, "yeah someone just called from this number". Problem was whenever anyone in either of the two buildings called out it gave our toll free number as the call back. It was so frustrating. We would then have to ask, "do you know anyone who works at this company". A good number of callers would say no.
Wow..that must've been costly for the company...all those 800 calls. My SIL works for a company that has an 800 number and they had to block a lot of states from calling because the employees were getting personal calls at that number. Don't know if they still have an 800 number anymore though.
I had this happen a number of years ago. I had dialed a wrong number, and an elderly lady called me back a few hours later. She was clearly lonely & hoping it was a call from her estranged son. So then she went into a description about how they weren't speaking because of a silly misunderstanding but he was so stubborn, and how she wasn't about to make the first move, so why didn't he ever call his poor mother, etc. etc. I ended up talking to her for about half an hour pointing out to her that her son probably got his stubborness from her and how she was hurting herself, etc. etc. Very strange. Sometimes I feel like somehow she was meant to reach someone who she could bounce this off of. She hung up after promising she would call her son right away. I hope she did.
On the other hand, we've never had caller id, and I once came home to a series of messages on my machine from someone who was distraught over a missed connection. She obviously had written down the wrong number and was getting really angry that this other person wasn't calling her back and she was stuck somewhere without a ride. There was nothing I could do because she didn't leave enough clues to figure out who either of them were or where she was.
A couple of years ago when we lived at a different house the boy that lived behind us got locked out of his house. I have to add that I had never met the parents--didn't know if they were unfriendly or what, but we never saw them come out of the house. Anyway, this boy asked if he could use our phone because she wasn't answering the door. He tried to call and she didn't answer--he left to go who knows where. (he was a 12-13yo kid) About 15 minutes later I get a call and it is an irrate lady saying--how did you get this number!!! Why are you calling me!!! I figured it was this kids mom and was trying to explain that he asked to borrow the phone because he was locked out. She was just not getting it and couldn't understand why I was calling her. I don't know if she ever got. After I hung up I felt like I had been accused of some horrible act!! Geez.

I do not answer nor do I call back any numbers that I don't recognize. I figure if they don't leave a message they either:
A) dialed the wrong number
B) didn't really want to talk to me
I would feel very weird calling someone and saying "Hey! You called me. What the heck did ya want?!" wrong numbers happen all the time.
