Cell phones--speaking as a parent, I totally understand why kids should have them (yes, they should be turned off and put away). Speaking as a member of a school's faculty, I also understand why they are banned in so many schools. In fact, in our school, teachers are not allowed to have them. I bring my in, turned off and don't dare use it in school even after the kids are gone but we are required to be there (or before they get there for that matter).
As far as letting the office hold them....depending on the size of the school, the school cannot be held responsible for HUNDREDS (or thousands) of phones...especially since many are worth more than the school employees' own phones.
As far as practices & the rare after-school activities (usually just sports practices), teachers are allowed to have the phones on hand (plus school phones), so we would never leave a kid stranded at the school without a way to call home. Walking home...they have no further protection unless a teacher actually sees them (I let a couple students use my phone to call home last year because they walked to a meeting place where someone was supposed to pick them up, but never did).
Phones aren't allowed at dances, but with so many teachers there, there are plenty of phones to go around.
Now dress code...y'all would freak out if I told you how strict my district is. We have uniforms. White or navy tops, khaki bottoms--cannot be too light khaki or too dark khaki. Shorts/skorts must be at knee or 4" above (not below), no capris. No low-riders. No trench coats. No hats, no hoods except on jackets (not on sweatshirts). Socks must be a certain color, belts must be a certain color. Closed-toe/closed-heel shoes only. No extreme hairstyles or piercings (including belly button, which the kids always ask, "How will they know?"...Duh!, they won't if you don't tell!) Boys cannot have their hair past their eyebrows or below the shoulder. Mustaches allowed, beards not. Girls cannot wear their hair in their face (covering their eyes).
No electronics, which ticks me off that some bus drivers allow them (they are in the same district and these are district rules!!). Eating/drinking on the bus is one thing (kids can carry food/drinks to school), but allowing electronics--they get in trouble if it's found on their person.
Our district does not have lockers for students younger than high school. Even a school that has grades 7-12 only allows 9-12 graders to use them.
Only one middle school in the district bans backpacks (the one Aly is districted for). But purses are allowed at that school.

I can only speak for our school specifically, but...
We also have a NO CELL PHONE policy, but............................as long as the phone is not on nor visable, they don't do anything!
THye have to have an "across the board" rule of no cell phones, otherwise they are fighting those abusing privledges.
Emily takes her cell phone with her every day and keeps it on silent.

Mackenzie read your response about not seeing piercings at your school and she was suprised! She just shook her head and said YUP...even 7th graders are getting pierced lips and eyebrows already. I'm SO glad she understands our policy on piercings...you can pierce whatever you want, but we'll chain you to the bumper of the car by your piercing and you can make the choice...take it out or start running really really fast! LOL!
