My kids don't get along

I have twin boys and one dd. The problem is that the boys don't get along at all with their sis. The main cause is that my two ds's are extremely tiny for their age (11). Theyre also very skinny and not athletic at all. They're very self-conscious about their short stature. Dd is the total opposit and a very tall, athletic girl. Despite being three years younger, she's a head taller. The boys feel really insulted by that. They always make a front against her, don't let her play with them and are sometimes mean to her. Dd then gets mad at them and sometimes they start to fight (if Im not around). Dd then tosses the much smaller twins around the room, which insults them even more. I'm sometimes at a loss who to punish. It are usually the boys who start the fights. But if i punish just them, their sense of injustice only increases. However should I punish dd just because she's stronger and pins the other two?
I really wish they got along a lot better. We had height prediction done for all three kids, and it seems like the boys will never quite catch up with their sis. According to the docter the gap will even widen the coming 3-4 years (and narrow afterwards). I'm sure they'll be able to laugh with it when they're adults, but now it's quite annoying!
