I don't enforce anything, although I do nag my son to play his trombone more often so he won't be rusty when he starts in the middle school band next year. He opted not to do private lessons this summer. Other than that, he's doing a lot of reading, playing with the pattern blocks (a favorite toy since age 4) and playing computer games.

My daughter is currently on a 3-week trip to the British Isles, a learning venture in itself, but when she comes back she'll continue with her piano lessons. She plays for pleasure each day, and reads constantly. She also likes to write and draw.

Their school has assigned some books for summer reading, but both kids like to start these at the end of August so they'll remember them well when school starts.

They're both motivated learners, so I never feel the need to structure their summers. Abigail complained about being rusty in French and math when she started school last autumn, but I figure if she is concerned about that, she'll address the issue when she gets home next week.
