I think it's sad that it spoils it for the sensible ones but it sounds like the sensible ones aren't safe if there is fighting going on and all sorts of problems. I remember what I got up to as a kid and we sometimes(quite often actually) went do different films than we said we were going to and got an older person to buy us tix. I have come out of it still sane but I wonder how many parents know what their little darlins are doin when they drop them off.
Its a shame some are ruining it for others, but it sounds like for the safety of everyone the rule is needed. I do find under 18 a bit harsh, some 17 year olds are living on their own and working, kind of weird to need a chaperone, but I suppose its hard to find a cut-off point.
Kristen has not been to the movies on her own or with a group yet. Its just not something her friends are into. We don't have a nearby theatre so all kids would have to be driven. She also has lots of Muslim friends who's parents I find are a bit more strict in giving permission for that kind of thing. If she was going now I would drive her there, make sure she was inside then be waiting when they came out of the movie to come home. No hanging out.
My son is almost 14 and I'd let him go with friends alone - though he'd have to be driven to the theatre as it's too far from where we live to get there any other way.

Connor and his friends go to the movies all the time without an adult with them.
Kayleigh is not yet 13 and has not gone to the movies without a parent being on the premises, or even in the same theater yet.
